When a board memory usage reached the threshold (Board memory restart threshold - 1), the board stopped leaning ARP entries. For example, the 1 GB memory restart threshold is 90%, and the 2 GB memory restart threshold is 95%. When the memory usage of a board with a 1 GB memory installed reaches 89%, the alarm is generated. When the memory usage of a board with a 2 GB memory installed reaches 94%, the alarm is generated.
