The number of discarded DHCP packets exceeds the threshold because no DHCP snooping-trusted interface is configured or the trusted interface goes Down.

Procedure

To prevent this alarm from being triggered when a DHCPv4 request packet is received, run the undo dhcp snooping enable ipv4 command in the system view to disable processing of DHCPv4 packets.
On the device that has DHCP snooping enabled, configure a DHCP snooping-trusted interface as needed and ensure that the interface is Up.
