  Overriding SET LOGINS/INTERACTIVE? 
 The Question is:
 
When a system administrator writes at the
command line: set login/interactive=0
No users can access to the system, just the ones
who have certain priviledges can do it, and I would like
to know what priviledges a user should have
to access the system.

 The Answer is:
 
  In addition to the information available in the DCL Dictionary entry for
  the SET LOGINS/INTERACTIVE command, please see the table entry entitled
  "modify or override login limits" at the following URL:

  In particular, in order to override the setting of SET LOGINS/INTERACTIVE,
  the OPER privilege must be enabled in the default privilege mask.
