Dectem on a Vax/vms 4000-60 doesn't start... i get the folloging

Also i tryed to run:
$create/term/detach
and my DCL Command window lock's up.
 
How can i fix this?
 
Before upgrading from VMs 6.2 to 7.1 decterm was working.

 The Answer is:
 
  Please check for and acquire the DECwindows ECO kit for whichever version
  of DECwindows is in use here, and apply it -- most OpenVMS systems should
  be running a minimum of DECwindows V1.2-4 at present.
 
  Also check for and apply other mandatory ECO kits for OpenVMS, and check
  for and apply the current DEC C RTL and OpenVMS RTL kits.
 
  If the problem persists after the application of the ECO kit(s), please
  contact the Compaq Customer Support Center directly for assistance.
