 The Answer is:
 
  Yes, there are (customized) print symbionts available (various
  freeware packages) that can redirect queued print jobs to a
  file.  (Most of these simply replace the standard file output
  routine within the OpenVMS print symbiont -- this is the PSM$
  mechanism -- with a routine that writes to an output file.)
 
  Alternatively, create a stopped print queue, and periodically
  scan it (using $getqui) for filenames.
