there were dozens of mail messages in the smtp queue that included the second
 error message seen above.  I resolved this problem by restarting the local
 smtp process, but Process Software claims that this is an issue with the VMS
 OS in general.  The only
thing I can think of is a channel leak somewhere causing the CHANNELCNT
 parameter to be exhausted.  Have you seen these types of errors before?

  Please install and configure the TCP/IP Services for OpenVMS V5.1
  (with ECOs) package, or please check with the folks that support
  MultiNet.
