SUMMARY
=======
 
When a task has a predecessor relationship of finish-to-finish (FF) or
start-to-finish (SF) and the scheduled start date is before the project
start date, Microsoft Project will ignore the relationship and
schedule the task on the start date of the project.
 
Regardless of the predecessor relationship, Microsoft Project will
schedule the task to begin on the start date of the project.
 
WORKAROUND
==========
 
A better way to set up the relationship is to assign task2 as the
predecessor task, and task1 as the successor task with a
finish-to-start (FS) relationship.
 
Alternatively, you can assign task1 a Start No Earlier Than (SNET)
constraint and change the project start date (Options, Project Info) to
reflect the date that you desire task2 to begin.

Steps to Reproduce Behavior
---------------------------
 
1. Create two tasks, task1, and task2, and assign a two-day (2d) and
   three-day (3d) duration respectively.
 
2. Make task1 a predecessor of task2 with a start-to-finish
   relationship.
 
Instead of ending at the start date of task1, task2 will begin on the
same day as task1. This same behavior occurs when you use a
finish-to-finish (FF) relationship.
