When you create a Budget Report, and set Date Range to Month To
Date, Money prorates the "budgeted" amount based on the current date.
 
For example, if you budgeted $100/month for your Food category and
created
a new Budget Report on 9/29, the "Through Budget" column will show that
you
have $96.67 budgeted for September.
 
This is by design. If you want to view the whole month, you can change
the Date Range setting by selecting the Customize button from the
report.
 
NOTE: In Money 4.0 and 5.0, the Budget Report is called "How I'm Doing
on My Budget."
