When a task request is sent and subsequently declined by a resource,
the resource's name is not removed from the task.
 
MORE INFORMATION

When Microsoft Project's workgroup features are used to send tasks to a
resource, each individual has the option to accept or decline the tasks.
Even if the resource chooses to decline acceptance of the task, the
resource's name is still left on that task.
 
In order to check whether a particular task has been accepted by all of the
resources assigned, look at the Confirmed field. When this field is set to
Yes, all of the resources have accepted the task. In addition, Microsoft
Project has a filter named Confirmed that you can use to show only those
tasks that have been accepted by all resources.
