SYMPTOMS
========
 
In Microsoft Project, when you increase the duration of a task that
has a constraint of Finish No Earlier Than (FNET), the task is
scheduled with an earlier start date.
 
CAUSE
=====
 
This is by design in Microsoft Project. When you increase the
duration of a task, the early constraint date on the task does not
change. If the task has a FNET constraint, this behavior causes the
Start date to change, and the constraint behaves as a Finish No
Later Than (FNLT) constraint instead of a FNET constraint.
 
MORE INFORMATION
================
 
In Microsoft Project version 4.0, if you enter in a finish date for a task,
which sets a Finish No Earlier Than (FNET) constraint on the task, and you
then increase the duration of the task, the task is scheduled with an
earlier start date.
 
When you follow these same steps in Microsoft Project version 3.0, the task
start date changes also, although the constraint on the task is different.
In Microsoft Project version 3.0, when you change the Scheduled Finish date
(Finish in Microsoft Project 4.0) of a task, the task is set with a Must
Finish On (MFO) constraint.
 
Steps to Reproduce Behavior in Microsoft Project 4.0
----------------------------------------------------
 
1. In a new project, enter a task, T1.
 
2. In the Finish Date column for that task, enter one week from today's
   date.
 
3. On the Gantt Chart, drag the task bar for T1 to increase the task
   duration.
 
The task now has an earlier start date, even though the constraint on
the task is FNET.
