Resource Work will be scheduled at the end of the task if the task has a
fixed duration and is the successor in a finish-to-finish (FF)
relationship.

Steps to Reproduce Behavior
---------------------------
 
1. In a Task Entry view, create 2 tasks with 5 days duration each, and link
   the tasks in a finish-to-finish relationship.
 
2. On the Gantt Chart, select task 2, and on the Task Form, mark the task
   fixed.
 
3. Assign a resource to task 2 with 8 hours work.
 
4. Change the lower pane to the Resource Usage view, and select task 2 on
   the Gantt Chart.
 
Note that the resource work will be assigned at the end of the task (this
is the expected behavior).
