Automap: Scrolling Outside Overview Area Does Not Pan Map

SYMPTOMS
========
 
In the Automap products listed at the top of this article, you have trouble
panning maps in the Map window.
 
MORE INFORMATION
================
 
When you zoom out all the way in the Map window and click the Overview
Window option, the cursor appears as the move symbol. The move symbol has
doesn't do anything if the map is in full view and no area of the map is
available to pan.
 
When you are in the same zoom position, if the left mouse button is clicked
in the center of the Overview window, an outline appears that makes the
Window look like it can be panned.
 
The behavior continues until the mouse cursor travels outside of the
Overview window and becomes a circle with a slash through it (a "no"
symbol). When the mouse button is released the outline disappears.
 
Expected Behavior
-----------------
 
Normally, the red Area Rectangle can be moved within the Overview
window allowing you to pan to unseen areas.
 
STATUS
======
 
Microsoft has confirmed this to be a problem in the Automap product listed
at the top of this article. We are researching this problem and will post
new information here in the Microsoft Knowledge Base as it becomes
available.
