Fade through black transitions become slow and dithered when you are using
color depths of more than 256 colors. 
 
RESOLUTION
==========
 
Change the Colors setting in the Monitors Control Panel to 256 colors.
 
STATUS

Microsoft has confirmed this to be a problem in the Microsoft products
listed at the beginning of this article.
