SYMPTOMS
The Setup bitmap that appears in the background of a custom Setup
program created with the Microsoft Access Distribution Kit (ADK)
SetupWizard cannot be altered.

This behavior is by design.

The SetupWizard in the ADK does not allow you to alter the Setup
bitmap for custom Setup programs. However, the MSSetup kit that ships
with the Microsoft Windows Software Development Kit (SDK) does allow
you to build custom Setup programs with complete, programmatic control
over every element of the Setup environment, including background
bitmaps, buttons, and dialog boxes. If you want this level of control
in creating your custom Setup program, you may want to consider using
the SDK. Note, though, that the SDK tools cannot be used to modify an
existing custom Setup program that was developed with the ADK.
