SUMMARY
If you have Manage Auditing and Security Log privileges, you cannot view or
clear security logs. Only user accounts with administrative privileges can
do this.

Microsoft has changed this functionality in Windows NT Workstation and
Windows NT Server version 3.5. You can now clear security logs with Manage
Auditing and Security Log privileges.
