SYMPTOMS
========

Publisher generates the error message

   The file %s is locked. It is currently being used by another
   application.  Please close the other application and then try
   opening or importing the file again.

if you create an icon for a Publisher file, open the file by
double-clicking the file's icon, open the file again by
double-clicking the file's icon while also pressing SHIFT, and then
maximize Publisher.

One would expect that the error message would have the filename rather
than %s.

CAUSE
=====

Publisher does not support opening duplicate files concurrently. As a
result, there is no workaround for this problem, other than not
opening the second instance of the file.

STATUS
======

Microsoft has confirmed this to be a problem in Publisher versions 2.0 and
2.0a. This problem was corrected in Publisher version 3.0 for Windows 95.
