SYMPTOMS

You can still create program items in Program Manager even though a restriction against creating them has been set.

STATUS

Microsoft has confirmed this to be a problem in Windows NT and Windows NT Advanced Server version 3.1. This problem was corrected in the latest U.S. Service Pack for Windows NT and Windows NT Advanced Server version 3.1. If you want to restrict users from creating program items in Program Manager, you can set restrictions by using either a) the User Profile Editor in Windows NT Advanced Server, or b) the Registry Editor in Windows NT.

However, after you set the proper restrictions, users can still create program items by holding down the ALT key and double-clicking the white space in a program group.
