MORE INFORMATION
Works 3.0 ships with newer DLLs than Publisher is currently using.
When Publisher is running, it keeps all these earlier DLLs in memory.
Works 3.0 Setup has to add the PUBOLE.DLL for OLE functionality. When
it finds the older DLL on the hard drive it tries to write over it, but
it is in use by Publisher.
