Disconnected User Sessions Appear to Still be Connected

SUMMARY
After you disconnect users in the Control Panel Server option, they may
appear to still be connected in the Shared Resources dialog box.
CAUSE
Some types of applications (such as File Manager) automatically reconnect a
share after you drop the session from the server system.
RESOLUTION
This functionality was designed into Windows NT as a feature.

If you want to keep all sessions dropped from a server (such as to close
files and back them up), first Pause the Server service. You can do this
with the Control Panel Server option. After the server is paused, go into
the Server option and disconnect the sessions. When the application
attempts to automatically reconnect, it will be refused until the server is
no longer paused.
