WinPopup Sends Global Message to Entire Workgroup in WFWG 3.11

If you use Windows for Workgroups version 3.11 WinPopUp to send a global message using an asterisk (*), the message is broadcast to your machine's current workgroup, not the whole network.

NOTE: There is no way to limit a user's ability to send global messages.
