Cannot Change Properties of the File Named: CTL3D.DLL

------------------------------------------------------------------- The information in this article applies to: - Microsoft Publisher for Windows, versions 2.0, 2.0a ------------------------------------------------------------------- SYMPTOMS ======== Installing Microsoft Publisher version 2.0 to a network server using the SETUP /N command on a system running a shared/network installation of Windows may result in the following error message: Cannot change properties of the file named: P:\WINDOWS\CTL3D.DLL. NOTE: The path may vary. CAUSE ===== This message means that the user does not have the necessary privileges to install applications to the Windows network directory or that a file cannot be modified because it is in use by another user on the network. Publisher's Setup program must be able to modify files in the Windows directory. If the user does not have rights to this directory or one or more of the files that Publisher needs to modify is in use by someone else, Setup will fail. MORE INFORMATION ================ If the user does not have rights to the location of the Windows program files, Microsoft Publisher Setup will return the above error message. Microsoft Publisher requires a number of specific files to be located in the Windows directory. Publisher's Setup program attempts to write these files but will fail if: 1. The user does not have the correct privileges to write to the Windows directory. -or- 2. Someone else is currently using one of the files that must be modified. SOLUTION ======== Log in as Supervisor or someone who possesses full rights. Make sure no workstations are connected to this network drive and re-install Publisher. To run Publisher on a shared/network installation of Windows, you do not need to have the ability to write to the Windows directory; however, write privileges are required to run Publisher Setup. NOTE: Microsoft Publisher 2.0a addresses this issue with a different error message indicating that the directory is Read-Only (referring to the Windows directory) but must be resolved in the same way.
