SYMPTOMS

When you add or delete user accounts to global groups using User Manager, the following error message may appear:
Not enough storage is available to process this command.
This problem occurs when there are more than 1,000 user accounts remaining on the computer after you add or delete a user account.

STATUS

Microsoft has confirmed this to be a problem in Windows NT and Windows NT Advanced Server version 3.1. This problem was corrected in the latest U.S. Service Pack for Windows NT and Windows NT Advanced Server version 3.1.
