SYMPTOMS
In Microsoft Project, when you assign a resource part-time to multiple
tasks, the resource may be overallocated even if the Peak Units value for the resource is equal to the Max Units value.
CAUSE
This problem occurs only when you assign a resource part-time, so that the Units value for the resource is a decimal value. This is not a problem when you assign a resource as a whole number unit.
STATUS
Microsoft has confirmed this to be a problem in the Microsoft products listed
at the beginning of this article.

Steps to Reproduce Behavior
(Steps to reproduce behavior in Microsoft Project version 4.0.)
- In a new project, enter 3 tasks, T1, T2, and T3, each with a duration
of 1 day.
- From the Standard toolbar, choose the Resource
Assignment button. In the Name column, type
John and press ENTER. On the Gantt
chart, select T1. In the Resource Assignment dialog
box, select the Units column for John, and type
.4. Choose Assign.
- On the Gantt chart, select T2. In the Resource
Assignment dialog box, select the Units column for
John, and type .2. Choose
Assign.
- On the Gantt chart, select T3. In the Resource Assignment
dialog box, select the Units column for John, and type
.1. Choose Assign. In the Resource
Assignment dialog box, choose Close.
- From the View menu, choose Resource Sheet. In the
Max. Units column for John, type
.7 and press ENTER.
The color of the text in the Resource Sheet becomes red, and the
status bar contains the message "Level:John" indicating that John is
overallocated even though the Peak Units value is equal to the Max. Units value for this resource.
