TECHNOTE.DLL and HLPTAB.DLL Not Copied to MSVC\HELP

This seems contrary to the packing list, which implies that the files are to be installed into the MSVC\HELP directory. Note that this does not affect the functionality of the Technote Viewer or WinHelp. The third DLL listed as being installed in MSVC\HELP, PRINTDLL.DLL, is installed into the MSVC\HELP directory.
