PUB: Cannot Convert Pictures Error When Opening .PCD Files

SYMPTOMS
========

When you try to open .PCD (photo CD) files in Publisher, an error may occur
that states:

   Can't convert pictures.
   Publisher doesn't recognize the format of the picture you want to
   add. Publisher has graphics converters that enable it to recognize
   most pictures' formats. Some of these converters may be missing. Run
   the Setup program again, and choose Custom Installation to install
   converters for word processors and graphics. Press F1 now if you
   want more information on running Setup. OK

This error may occur even though the .PCD filter is properly installed
on the system.

MORE INFORMATION
================

There are two known .PCD file formats, one of which causes this error
to occur. The .PCD files that contain Kodak Photo CD pictures
sometimes contain a .PCD file that is an index file containing the
list of .PCD files on the disk. This file is used by PCD players to locate
the specific .PCD files on the CD. (PCD players are devices that, when
connected to a television, show the .PCD pictures on the screen.)

If you attempt to open the index file using the .PCD filter that
ships with Publisher, the above error occurs.

The necessary .PCD files and their locations follow:

   \windows\msapps\grphflt\iffpcd.dll
   \windows\msapps\grphflt\pcdimp.flt
   \windows\system\pcdlib.dll

Confirm these files are present in the appropriate directories, and
try importing one of the other .PCD files on the CD. If the other
.PCD files import as expected, the filter is installed properly and
the above described circumstances are probably the reason for the
error.
