SUMMARY
When you change the property of a toolbar to xlNoChanges, you will still be
able to delete the toolbar.

Microsoft Excel allows you to use a macro to set the properties of toolbars
to different levels of protection. The xlNoChanges setting is designed to
prevent you from making any changes to the toolbar; however, it does not
prevent you from deleting the toolbar.
