To add a shortcut to the contents of the desktop to the Start menu, follow these steps:
  1. Use the right mouse button to click the Start button, and then click Explore on the menu that appears.
  2. In the All Folders pane, click Start Menu.
  3. On the File menu, point to New, and then click Shortcut.
  4. Type the following line in the Command Line box, and then click Next:

    c:\windows\desktop

  5. Click Finish.
  6. Close Windows Explorer.
To add a shortcut to a Windows Explorer view of the Start menu to the Start menu, follow these steps:
  1. Use the right mouse button to click the Start button, and then click Explore on the menu that appears.
  2. Drag the Start Menu folder to the Start button.
  3. Close Windows Explorer.
