PUB: CTRL+N Doesn't Open Startup Dialog Box

SUMMARY
If you click Create New Publication on the File menu, the Startup dialog
box appears. If you press CTRL+N on your keyboard to create a new
publication, the Startup dialog box does not appear. Instead, you get a new
blank page setup for the Windows default printer. That is, if you start a
new publication using the CTRL+N keyboard shortcut, you can't choose to use
a template or a PageWizard Design Assistant.
MORE INFORMATION
This keyboard shortcut is designed to give you a new publication in
the least possible amount of time. It bypasses the Startup dialog box
on purpose.
