SUMMARY
You cannot create public folders from the Exchange Server Administrator
program (in Exchange Server 5.5 and earlier) or Exchange System Manager. You must create public folders from the client software. The only location in
which you can delete public folders is the client software. The
Administrator program and Exchange System Manager cannot delete public folders.
To create a public folder, you must be logged on to an Exchange
client. After you create the folder, you are the owner and you can assign access
permissions accordingly from the client software. If you have
administrative privileges, you can also assign permissions from the
Administrator program or Exchange System Manager.
