SUMMARY
By default, all users can view the public folder hierarchy and the contents
of the All Public Folders container. To keep users from viewing the
contents of a public folder or any of its subfolders, use the Microsoft
Exchange Administrator program to revoke the Read Items permission using
the Client Permissions button on the specific public folder's General
property page. You can grant or revoke permissions for a distribution list
or a user. If you specify both user and distribution list permissions, the
user permissions always take precedence.

Revoking a user's Read Items permission on a folder prevents that user from
opening that folder or any of its subfolders. However, if this user had
previously added a subfolder to the Favorites public folder container, he
or she will still have the ability to open the subfolder and view its
contents and subfolders. This is because subfolders inherit permissions
from their parent only on creation, and not when the parent folder's
permissions are changed. Therefore, in order to prevent users from viewing
the contents of public folders and subfolders, the administrator will need
to revoke the Read Items permission for each public folder and subfolder.
