CTRL+BREAK Does Not Work for 16-Bit Applications

SYMPTOMS
The CTRL+BREAK key combination doesn't work as expected for any 16-bit
application running in a Virtual DOS Machine(VDM). This problem only
occurs with Windows NT 3.51.
RESOLUTION
To correct this problem, apply the fix mentioned below.
STATUS
Microsoft has confirmed this to be a problem in Windows NT version 3.51.
This problem was corrected in the latest Windows NT 3.51 U.S. Service
Pack. For information on obtaining the Service Pack, query on the
