Problem Description: 

   1255947 filemgr does not work correctly by setting over year 2000
   4045142 filemgr will print year as 1000 in y2000
           label.

   Incorporated from previous patch revision:
   1155886 Filemgr dumps core when executing a custom command with a long
   1174102 Drag selection in File Manager can cause selection of unwanted files.
   1175958 No format floppy popup if floppy is formatted without 
   1182272 filemgr crashes when viewing large number of files and bottom 
	   scrollbar anchor is pressed.
   1199408 filemgr cannot change permission of a group of files
   1206761 filemgr: ff.core crashes when using a second floppy drive
	   filesystem.
