 
   Problem:
        The requested tape is in an EMASS Automated Media Library
	(AML) configured as a Multimedia Tape Library (TLM) with
        all drives in a DOWN state.
 
   Operator options include:
        -  Deny Request.
        -  Use Device Control to make the drive(s) available.
        -  Remove the tape from its current tape library and
           use a standalone drive.
        -  Remove the tape from its current tape library and
	   place it in another robot that supports the same
	   media type. The Volume Manager database must also be
	   updated.  Then, Resubmit Request to the robotic daemon.
