Problem Description: 

   4048398 Xview_get_signal_code returns a value of 0 instead of FC_HWERR

   Incorporated from previous patch revision:

   1229317 textedit read_only command line option does not work in s596
   1195849 Fullscreen failure causes the fullscreen mode to not
           match the real status.
   1206632 Any device event operation causes core dump in
           win_handle_quick_selection.
   1197701 Xview PANEL_VALUE returned incorrect because of
           missing null terminator.
   1190675 TEXTSW scrollbar doesn't move by textsw_insert.
   1205013 TEXTSW_FILE_LINE can't be set correctly by xv_set
           under LANG "ja", jsol2.5.
   1107287 Line wrap in a textsw doesn't take effect until
           window is resized.
   1189000 Clearing data in a PANEL_TEXT item via PANEL_VALUE
           causes codeset error.
   1192027 NumLock on keypad doesn't work correctly with a OW 3.5
           cmdtool displayed on xterminal or OW 3.0 server.
   1194201 Japanese Kanji characters are not displayed correctly
           under mwm in vi.
