Problem Description:

1258772 atq prints 19100 something if system date is 2000 or greater

4038328 batch jobs accumulate in the queue when they should be running

1255421 *cron* cron jobs are not always executed
1178638 *cron* job doesn't run if set to run on 2 fields in fields 3,4,5 of crontab
