Problem Description:
The O_NONBLOCK (or FNONBIO) flag in fcntl(F_SETFL) does not
function the same as O_NDELAY when processing the connect(2)
system call. This patch fixes it to return EINPROGRESS
just as if O_NDELAY had been used.
