Problem Description:
Rdate does not work with non-US Daylight Savings time schedules.

Warning: This patch affects all PC's which have a non-US TZ setting and which
are configured to observe DST. Starting in 1996 this patch will adjust
the PC's local time 1 hour when rdate.exe is executed between the last
Sunday in March and the first Sunday in April. No adjustments are made during
the end of the DST period. It is assumed that DST will end at midnight on
the last Sunday in October in all locations.

Instructions for installation:

1. Make a backup copy of the RDATE.EXE file on your PC-NFS directory.
2. Copy the patched version of RDATE.EXE into your PC-NFS directory.
