There has to be links in both directions between> vote and the voter.n> Jack PeacockENo there doesn't. If there is, you don't have a secret ballot. The lIpaper procedure used in Canada creates a link between ballot which has a uEserial number and the voter's name. However the ballot is separated t=from the serial number before being placed in the ballot box.pGThis does mean that if an individual voted more than once, it could be Iproved later, but it would be impossible to withdraw only the fraudulent tDballot from the count. If the Chief Returning Officer, or a judge, Bdecided that enough fraud had take place in a riding to alter the Cresults, the election would have to be voided and re-rerun in that mriding.u.The system does require the following matches:8 Number of voters who voted = number of ballots countedG Number of ballots used = number of ballots counted + ballots rejectede FHaving been a scrutineer in our recent federal election I would judge Hthat one person might be able to vote 30-40 times in one constituency.
