Darrell Burkhead pointed out, and I should have mentioned it, that in
the example above, it is sufficient to just use:

	IF NOT NULLPARAMETER(c) THEN

NULLPARAMETER() works whether C is 0 by value or 0 because it was
omitted in the call.
