Make sure you have the latest software for the DECServer 200, which is
V3.3, BL39. It fixes several modem-related bugs. You can tell the version
via the "show server" command:

   Local> show server

   DECserver 200 V3.3 BL39 LAT V5.1 ROM BL20 Uptime: 5 01:18:26

The following is the setup for our DECServer 200 modem port. The modem
is a DEC V.32.

   Port 8: Dial-out modem Server: DS200A

Character Size: 8 Input Speed: 9600
Flow Control: None Output Speed: 9600
   Parity: None Modem Control: Enabled

   Access: Dynamic Local Switch: None
   Backwards Switch: None Name: PORT_8
   Break: Local Session Limit: 4
   Forwards Switch: None Type: Soft
