The availability status qualifies the operational state.
It indicates why the operational state has changed its value to DISABLED.
If the availability status is DEGRADED, the attribute, operationalState is ENABLED.
Supported values are the following:
0 : NO_STATUS
64 : DEGRADED
544 : DEPENDENCY_LOCKED
1056 : DEPENDENCY_FAILED
2080 : DEPENDENCY_SHUTTINGDOWN
