This attribute defines the administrative state of the Closed User Group (CUG) service.
- When LOCKED (0), the CUG service is not provided to the VTP subscribers and any CUG body in a SIP INVITE will be ignored.
- When UNLOCKED (1), the CUG service is active and will be provided to all VTP subscribers with an active subscription.

This attribute defines whether the Virtual Telephony Provider (VTP) want to use the values of the corresponding Operating Telephony Provider (OTP) attributes in MtasCw.
When this attribute is set to "Use own values", the initial values of the other attributes in VtasCw are all set to the values of the corresponding attributes in MtasCw,
and the behavior of MTAS for the served users belonging to this VTP is determined by the values of the attributes of VtasCw.
When this attribute is set to "Use OTP values", the behavior of MTAS for the served users belonging to this VTP is determined by the values of the attributes of MtasCw.
