This attribute specifies whether bandwidth optimization shall be used for Hold.
- If the attribute is set to LOCKED (0), no bandwidth optimization is done, i.e. the bandwidth reserved for the held session cannot be reused.
- If the attribute is set to UNLOCKED (1), then bandwidth optimization is enabled, i.e. the bandwidth reserved for the held session can be reused for a new call.

When this attribute is set to "Use own values", the initial values of the other attributes in VtasHold are all set to the values of the corresponding attributes in MtasHold,
and the behavior of MTAS for the served users belonging to this VTP is determined by the values of the attributes of VtasHold.
When this attribute is set to "Use OTP values", the behavior of MTAS for the served users belonging to this VTP is determined by the values of the attributes of MtasHold.
