1.1 Description
The alarm is issued when the congestion level has changed on a remote SPC.

The possible causes are as follows:
- The remote SPC has a temporary high load peak.
No remedial actions are necessary but if this alarm appears frequently the network capacity need to be increased.

Perform the following steps:
- No remedial actions are necessary, this alarm usually cease automatically.
- If the alarm persists, see if it is possible to offload the node by routing the traffic differently.
