When unlocked, new outgoing calls from user's who been provisioned with the Carrier Pre-Select Rn service will be routed via the pre-selected carrier. When locked, no new outgoing calls will be subject to Carrier Pre-Select Rn.

This attribute defines the test number a user may dial to test the local pre-selection. The user may dial the test number in two possible formats, to test their local Pre-Selection.
Dependencies: Each value in the local test number list must be different from each value in mtasStCpsRnTestNumRemote.
Specification: Array of two Strings, maximum of 32 characters.
