This attribute defines the set of domains comprising an
Operator Barring Category. A category can be used with an Operator Barring Program, when access will not be allowed to these domains, or with an Operator Permitted Program, when access is permitted to these domains. It is a list of strings where each string represents the host part of a non-numerical URI. The front part of the domain name can be a wildcard. An entry beginning with a "*" will match any front string. An entry containing only a "*" will match all domains.
