This attribute defines the administrative state of the Communication Completion (CC) service. Communication Completion Busy Subscriber (CCBS) and Communication Completion by No Reply (CCNR) are part of the CC service.
- When UNLOCKED (1), the CC service is active and will be provided to all subscribers with an active subscription.
- When LOCKED (0), the CC service is not provided.
SIGNALLING_RESPONSE_LOCKED: The CC service is not used. No CCBS or CCNR Possible Indicator is generated by terminating MTAS. The originating MTAS does not act upon a CCBS or CCNR Possible Indicator in an INVITE response. The MTAS ignores the m parameter if present on an the request URI in an INVITE message. CC Subscribe and Notify messages are not generated by the MTAS. If the MTAS receives a CC SUBSCRIBE or NOTIFY message, a 403 Forbidden response is returned.
SIGNALLING_RESPONSE_UNLOCKED:
- Originating MTAS: Responds to CCBS or CCNR Possible Indicator in an INVITE response by playing an announcement and prompting for an invocation code inband before passing on the response; Generates SUBSCRIBE when CC is invoked.

Terminating MTAS: Generates CCBS or CCNR Possible Indicator according to called party status; Responds to CC SUBSCRIBE and generates CC NOTIFY when triggered.
