1.1 Description
The alarm is issued when a signaling link has been deactivated by an operator. It has been taken out of service.

The possible causes are as follows:
- An operator has sent the link deactivation order for this link.
No remedial action is required.

2 Procedure
Perform the following steps:
- This is a result of the operators actions, a syslog is recorded, and the link is no longer available to traffic.
- Once dead, links may be reactivated by operator intervention.
