1 Overview
1.1 Description
The alarm is issued when the local buffer size for a signaling link in MTPL2/SAAL has passed its threshold.

The possible causes are as follows:
- The user is sending more data than the links are capable of transferring.
- The capacity is too low due to links that are out of service.
MTPL3 will signal congestion to the user. If the user keep sending data at the current rate to the destination/destinations messages will be discarded. To avoid this adding more links to the system could be considered.

2 Procedure
Perform the following steps:
- Check the configuration to find the linkset to which the link belongs.
- Check if all links are up and running in the linkset or if the reason for the congestion situation is loss off signaling links.
- If all links are available and this is not just a temporary peak, consider adding new links to the system. If possible add more links to the linkset or split the linkset into several linksets. The latter is only possible if several destinations are reached using the linkset.
