This attribute defines the administrative state of
the Long-Distance Mobile Number Policing function. When Unlocked, call attempts from fixed
numbers to long-distance mobile number is not preceded by the National Dialing Prefix are rejected.
When locked, the check for the National Dialing Prefix on long-distance mobile numbers is not performed.

mtasApLdmnpAnnouncementName
This attribute defines the name of the generic announcement,
specified in an instance of MtasGaAnn, to be used in theLong-Distance Mobile Number Policing feature.
If the attribute is empty or does not specify an instance of MtasGaAnn, no announcement is played.

mtasApLdmnpFixedNumberLength = 13
This attribute defines the number of characters in a normalized fixed number,
including the initial "+" and the country code, to be used in the Long-Distance Mobile Number Policing check.
The length specified must allow the Long-Distance Mobile Number Policing check to distinguish a fixed number
from a mobile number (mtasApLdmnpMobileNumberLength), but as the caller's identity and called party's identity
are in different formats during the check, it is not possible for the system to impose a dependency between the two attributes.

mtasApLdmnpMobileNumberLength = 11
This attribute defines the number of characters in an unnormalized mobile number, excluding the initial "+" and the country code, and excluding the National Dialing Prefix, to be used in the Long-Distance Mobile Number Policing check.
